I'd recommend using a tablet with photoshop...I haven't really found any other programs that handle it smoothly.

Yep, you can download it or just right click and "save image as." Then you open it in you fav art application and draw on top of it - if you have a tablet. If you don't, you have to sketch, scan, copy, and paste.
